together with the Mayor of Hagerstown himself ex-officio, shall
constitute a special Commission to be known as the Sewerage
Commission of Hagerstown, which said appointees so named,
shall continue in office from year to year until the work of the
said Commission under this Act shall have been fully and
finally completed in every respect. All persons appointed to
said Commission shall qualify as other city officials and be
subject to removal by the Mayor except there shall be no re-
moval at any time save for cause after charges preferred in
writing before the Mayor. Any member of said Commission
may at any time resign therefrom by tendering his resignation
in writing to the Mayor and any vacancy in said Commission
occasioned by resignation, removal, death, inability or per-
manent absence from the State of the incumbent or by super-
vening incapacity on his part, whether physical or mental, to
discharge his duties or by any other cause operating such a
vacancy, either actually or in effect, shall be filled by the
Mayor with the advice and consent of the Council as provided
for in Section 164 of the charter for Hagerstown providing for
the appointment of city officials, except, however, that if the
Council of Hagerstown shall reject three several and succes-
sive nominations by the Mayor to any position made vacant as
above enumerated on said commission, he is hereby empowered
to make an appointment thereto without its confirmation. Each
of the members of the said commission, except the Mayor, who
shall serve without pay, shall receive such compensation as
the Mayor and Council shall by ordinance provide, not, how-
ever, to exceed the sum of $600. 00 per annum; and a majority
of said members shall be a lawful quorum for the transaction
of business and the said commission shall be entitled to the
possession and custody of all maps, plats, blueprints, sketches,
books, papers, documents, writings, letters and chattels in pos-
session of the city officials of Hagerstown adapted to its work.
So soon as the appointed members of said commission shall
have qualified they shall, with the Mayor acting as a member
of said commission, ex-officio, organize by the election of
one of the members of said commission as Chairman of said
commission, who shall be removable at pleasure by said com-
mission and shall preside over the meetings of said commission
and perform such other. duties as are imposed upon him by
this Act, or as may be assigned to him by said commission,
and by the election of a Secretary, not a member of said com-
mission who shall be removable at pleasure by said commis-
