judges of election shall carefully count all ballots cast, and
shall certify, over their proper hands and seals, to the said
Commissioner the result of said election, and the five eligible
persons receiving the greatest number of votes shall be declared
elected, and the said Commissioners shall" cause a record of the
vote to be entered on their record of proceedings.
25. That the Commissioners of said town shall not expend
nor contract to expend, in any one year, more money than the
amount receivable by the Corporation from taxes and other
sources for that year.
SEC. 2. And be it enacted, That this Act shall take effect
June first, 1916.

CHAPTER 29.
AN ACT to provide for the establishment of a sewerage system
and disposal plant for the City of Hagerstown, Washington
County; providing for the appointment of a Commission to
build and complete said system and plant; authorizing the
Mayor and Council of Hagerstown to issue bonds to an
amount not exceeding $750, 000 for the purpose of defray-
ing the expenses incurred in the construction and comple-
tion of said system and plant, to acquire property in the
City of Hagerstown or in Washington County for the con-
struction and maintenance of the said system and plant, to
establish a system of sewer rates and charges, and to pass
ordinances for the carrying into effect of certain provisions
of this Act; and providing for the submission of the pro-
visions of this Act to the legally qualified voters of the City
of Hagerstown for their adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Hagerstown be and
it is hereby authorized to appoint in the manner prescribed by
Section 164 of Article 22 of the Code of Public Local Laws of
Maryland, titled "Washington County, " sub-title "Hagers-
town, " four competent, upright citizens of Hagerstown, sub-
ject to the proviso however that two of the appointees so named
shall be members of that political party which polled the next
highest number of votes in the municipal election for Mayor
of Hagerstown held next preceding their appointment, who.
