section unless the plaintiff, or there be more than one, some
one or more of the plaintiffs shall, at the time of bringing the
action, file in the office of the Clerk of the Court a copy of the
instrument of writing or book entries or open accounts or
claims, or in the case of a foreign judgment, an exemplified
copy of said judgment, with an affidavit stating the sum de-
manded, and that the same is believed to be justly and truly
due. No stay of execution shall be granted on any such,
judgment unless a supersedeas be filed, with proper surety
thereon, as now provided by law.
SEC. 2. And be it further enacted, That this Act shall take
effect on the first day of June next ensuing the date of its.

CHAPTER 207.
AN ACT to repeal sections 572, 573, 574, 583, 584, 587 and
588 of Chapter 123 of the Acts of the General Assembly of
Maryland, passed in the year 1898, known as the Baltimore
City Charter, said sections relating to the inspection of
steam boilers in the City of Baltimore, and to re-enact said
sections with amendments, so as to place such inspection
under the State Board of Labor and Statistics.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That sections 572, 573, 574, 583, 584. 587 and 588
of Chapter 123 of the Acts of the General Assembly of Mary-
land passed in the year 18, 98, known as the Baltimore City
Charter, be and the same hereby are respectively repealed, and
are respectively re-enacted with amendments, so as to read as
follows:
572. The State Board of Labor and Statistics, subject to
the Approval" of the Governor, shall appoint two suitable per-
sons, who are skilled in the construction and use of steam en-
gines and boilers, and in the application of steam thereto,
whose duty it shall be to inspect steam boilers in the City of
Baltimore, as hereinafter specified and directed; said inspect-
ors before entering on their duties, shall make oath before a
Justice of the Peace, that they will faithfully perform the
duties of their position without fear, partiality or favor; that
