provisions of this Act relating to the granting and regulation
of franchises by the said President and Commissioners shall in
no way affect or abridge the rights, privileges or franchises
heretofore granted by the said President and Commissioners
to any telephone or telegraph company or now enjoyed by any
such company now in practical operation, or which has laid
and constructed its pole lines or other structures or any part
thereof in the said town of Princess Anne.

CHAPTER 155.
AN ACT to authorize and require the County Commissioners
of Baltimore County to make a special levy of not more
than twenty cents on each one hundred dollars of the assess-
able real estate in the village of Lutherville, Baltimore
County, for the year 1916 and the year 1917, for the main-
tenance, upkeep and improvement of roads and paths in
said village, if twenty-five or more persons owning taxable
real estate in said village shall petition therefor, and to
repeal Chapter 294 of the Acts of 1914.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Baltimore
County, at the time of the annual tax levy for the year
1916 and the year 1917, are hereby authorized, directed
and required to make a special annual levy of such
amount as may be mentioned in the petition hereinafter
referred to, on each one hundred dollars of the whole assessable
real estate in the village of Lutherville, in Baltimore County, to
be collected as other County taxes in said County are collected,
and to be paid over monthly as collected by the Collector and
Treasurer of Baltimore County to the Treasurer of the Luther-
ville Improvement Association of Lutherville, Maryland, to be
used by said Association for the maintenance, upkeep and im-
provement of the roads and paths of said village of Lutherville,
provided twenty-five or more persons owning taxable real estate
in said village shall, prior to each annual levy, for the year 1916
and the year 1917, petition the County Commissioners asking
such special levy to be made, and in said petition mentioning
the amount desired to be specially levied, provided the same
