or dogs, and refusing or neglecting to pay such tax within
twenty days after notice thereof shall be deemed guilty of a
misdemeanor, and on conviction thereof before a justice of the
peace shall be fined not less than one or more than ten dollars
and be committed to jail until fine and costs are paid;
to provide for killing of dogs on which no taxes are paid;
to provide for the protection of all public property, cemeteries,
and property of all public service companies and corporations,
and for any franchise, easement or privilege granted
the President and Commissioners may charge for such
franchises, easements or privileges when granted; to punish
and suppress tramps and vagrants by imposing fines
or both fines and imprisonment, or by hard labor on
the streets of the town, and may employ any person
sentenced to the town jail for thirty days or more
and confined therein for non-payment of any fine and
costs, and to abate by appropriate ordinance all nui-
sances in said town which are so defined at common law,
by this Act, or by the laws of the State of Maryland, whether
the same are herein specifically named or not. The President
and Commissioners of Princess Anne are further authorized
generally to pass all necessary by-laws and ordinances not con-
trary to law for preservation of health, comfort, convenience,
morals, cleanliness, peace and good order of the community, and
for protection of the lives and property of the citizens and in-
habitants of said town, and for the suppression, abatement and
discontinuance of nuisances within the limits of said town; for
the purpose of carrying out the aforegoing powers, the Presi-
dent and Commissioners may pass any and all ordinances and
by-laws from time to time deemed necessary, and may enforce
and insure the observance of such by-laws and ordinances in
addition to the usual action of debt or such other civil remedies
as may exist in such cases by law for the recovery of fees, fines
and penalties thereto affixed, they may affix thereto reasonable
penalty for default of payment of any fine and costs imposed
for a violation of any ordinance or by-law; and they may pro-
vide by ordinances for the immediate arrest, without warrant,
of any person violating any town ordinance by notorious and
disorderly conduct or driving or riding through the streets,
when, in the judgment of the president or any of said com-
missioners, the delay necessary for the issuing of the warrant
may be dangerous to the peace and quiet of the town or the
lives, limbs and property of its citizens. Provided, that the
