urer, a Secretary, a Finance Committee (consisting of three
members), and a Purveyor; also, from among applicants not
connected with the Board, a Medical Staff of not less than two,
Attending Physicians, one of whom shall be elected as Medical
Superintendent, and the other as Assistant Medical Superin-
tendent, and such other employees, as may be necessary. No
person shall be allowed to hold two paid positions at the same
time.
SEC. 3. And be it enacted, That the Baltimore Eastern Dis-
pensary shall forever be for the destitute poor only, and its
Medical Staff shall be watchful to prevent imposition on its
limited resources, by applicants not indigent enough to deserve
medical charity. It shall be kept open from 9 to 10 A. M. on
Sundays and General Holidays, and from 9 A. M. to 3 P. M.
on all other days throughout the year.
SEC. 4. And be it enacted, That in addition to its paid
Medical Staff it shall be lawful for the Board of Directors to
establish Special Medical Departments, at the Dispensary, at,
any time, and to appoint Specialists to conduct these special
departments, provided they agree to give their services without
Pay.
SEC. 5. And be it enacted, That each and every adult per-
son, who, during the expiring year, has contributed towards the
maintenance of the Dispensary, any sum of money, not less than
five dollars in amount, shall be entitled to vote at the Annual
Election, for Directors for the ensuing year, provided that the
contribution has been received by the Treasurer not less than
one month before the day of election. Members of the Board
of Directors that then exists, shall each also be privileged to
vote at the Annual Election.
SEC. 6. And be it enacted, That no person shall be eligible
for election as a Director, who is not a citizen of Baltimore.
No Medical Man shall be eligible to serve on its Medical Staff,
unless he is a graduate of a Medical College of good standing.
All permanent employees should reside in the City.
SEC. 7. And be it enacted, That the Board of Directors
shall have power to fill all vacancies in their own body, occa-
sioned by death, resignation neglect to serve, removal from
the City, or other cause; and also to remove or displace any
officer or employee whom the Board may adjudge to be guilty
of misconduct, or neglect of duty, or deemed to be incompe-
