JOINT RESOLUTIONS. 1679

WHEREAS, The Department of Legislature Reference of
Baltimore has always offered its services to members of the
General Assembly of Maryland for the purpose of collecting
information in regard to proposed legislation; and

WHEREAS, The requests have frequently been made by mem-
bers of the General Assembly for information as to the laws of
other States on particular subjects; and

WHEREAS, It would aid the Department of Legislative
Reference very materially in making a digest or synopsis of
the laws of the several States relating to particular subjects,
if it had a set of the Codes of the several States; and

WHEREAS, The Department has no funds with which to buy
these State Codes; and

WHEREAS, It is quite possible that arrangements could be
made with the proper officials of the several States to receive
their Codes on exchange; and

WHEREAS, The State Librarian purchased for the use of the
State four hundred (400) copies of Bagby's Annotated Code
of Maryland, all of which have, not been distributed; there-
fore, be it

Resolved by the General Assembly of Maryland, That the
State Librarian be and is hereby requested and directed to
place at the disposal of the Executive of the Department of
Legislative Reference, not exceeding forty-seven (47) sets of
Bagby's Annotated Code of Maryland for the purpose of ex-
change for the Codes of the several States.

WHEREAS, the Constitution of the United States was or-
dained and established to form a more perfect Union, establish
Justice, insure domestic Tranquility, provide for the Common
Defence, promote the general Welfare, and secure the Bless-
ings of Liberty to ourselves and our Posterity, and

WHEREAS, if such high purposes are to be placed beyond
danger of destruction, it is our evident duty, although we hope
and desire to remain at peace with all the world, to be pre-
pared for war; and
