if they were incorporated herein, except as they may be contra
dieted by or repugnant to the provisions of this Act.
In case a greater number of voters at the general or special
election held under the provisions hereof, shall vote "Against
water and sewers" than "For water and sewers, " the Mayor
and Common Council of Mount Rainier may submit the same
question to the qualified voters at the next general election
held in said town, or at a special election to be called under
the provisions hereof, in the same manner as hereinbefore
provided, whenever in their judgment they shall deem best,
and they shall so submit the question, or call a special election,
whenever and so often as they shall be petitioned so to do by
at least one hundred qualified voters of said town, provided,
however, that after the submission of the said question to a
vote under the provisions of this section, another or other
elections submitting said question shall not be called or held
within six months from the last election on said question.
SEC. 11. And be it further enacted, That this Act shall
take effect from the date of its passage, it being hereby de-
clared to be an emergency law, and necessary for the immedi-
ate preservation of the public health and safety.

CHAPTER 95.
AN ACT to give to the Cumberland Valley Railroad Company,
formerly called the Franklin Railroad Company, the right
and power to locate, construct and operate, in conjunction
with and in addition to its present railroad, a cut-off or
lateral railroad, with a single or double track with such side
tracks, turnouts, yards, offices, depots and other appurte-
nances or works, as it may deem necessary, from any point
on its main line in Washington County, Maryland, to a
point on its main line at or near the Potomac River at
Powell's Bend in said County, and also to give the said
railroad company the same rights and powers that Railroad
Companies incorporated under the General Corporation
Laws of this State have to locate and construct and operate
branches and to grant unto the said Railroad Company the
right, power and privilege to enter upon, take and appro-
priate lands and materials for any of said purposes, as well
