shall issue a license for the holding of the meeting during the
days awarded to such applicant and for which the license fee
shall have been paid, which said license shall be for all purposes
in substitution for that now required by law and shall contain
a condition that all races or race meetings conducted there-
under shall be subject to all the rules, regulations and condi-
tions from time to time prescribed by the commission and such
license shall be revocable by the commission fer any violation
thereof or whenever the continuance of such license shall be
deemed by the commission not conducive to the interest of
legitimate racing. But if any license is refused or -revoked
said commission shall state publicly its reasons for so doing
and cause an entry of such reasons to be made on the minute
book of the commission, and the propriety of such action shall
be subject to review by the Circuit Court for Harford County
upon a bill in equity filed for that purpose by any person, cor-
poration or association, feeling aggrieved by such action.

438. Said commission may in its discretion meet subse-
quent to the 15th day of April and award dates for racing on
applications submitted to it subsequent to the first day 'of
April, provided the expense of holding such meeting and issu-
ing the proper license be borne by the applicant, and that the
days so awarded in no way conflict with the further provisions
of this Act And provided further that no license for a race
meeting shall issue prior to the payment of the fees therefor
at the rate hereinbefore provided.

439. The said racing commission shall have full power to
prescribe rules, regulations and conditions under which all
horse races shall be conducted in Harford County, and may
make rules governing, restricting or regulating betting on such
races, and a violation of any of such rules, regulations or con-
ditions with or without the consent of the licensee shall be suf-
ficient cause for the commission to revoke forthwith the license
under which such races are conducted, and said commission
may thereafter refuse any license to the corporation or asso-
ciation whose license has been once so revoked. Every person
aiding or abetting in the conduct of any meeting in Harford
County at which the racing of horses shall be permitted for
any stake, purse or reward, except in accordance with a license
duly issued and unrevoked by the Harford County Racing
Commission, shall be guilty of a misdemeanor, and upon con-
viction shall be punished by a fine of not less than $500 and not
more than $2, 000 for each day of such unauthorized meeting, or
by imprisonment for not exceeding one year or both, and in
