ance of said surplus revenue remaining in his hands over and
above his proper costs and expenses incurred in carrying out
the provisions of said Act.
And the Comptroller shall transmit a copy of said reports
and accounts, as the same shall be filed with him as aforesaid,
to the Clerk of the County Commissioners of Harford County,
to be filed in the office of said Commissioners.
188. Any retiring Clerk who shall not have completed dur-
ing his term of office the work and other things authorized to
be done under the provisions of said Act shall, within six (6)
months after the election and qualification of his successor in
office, render him, under oath, an account of the surplus reve-
nues of the office that have come into his hands during hie
term or terms of office applicable under the terms of said Act
to the payment of the costs and expenses of carrying out its
provisions, with an itemized statement of whatever expendi-
tures he may have made out of the same under the authority of
said Act, and shall thereupon pay over to his successor in office
any balance of said surplus revenues remaining over and above
said expenditures, to be used by him in completing the work
and other things authorized to be done by said Act..
COUNTY COMMISSIONERS.
189. From and after the general election to be held on the
Tuesday next after the first Monday in November, 1907, the
Board of County Commissioners of Harford County shall con-
sist of five members.
190. There shall be elected at the general election of 1907
three County Commissioners, who stall hold office for two
years and until their successors are elected and have qualified,
and there shall be elected at the general election of 1909 four
County Commissioners, who shall hold office for two years and
until their successors are elected and have qualified, and at the
general election of 1911 there shall be elected five County
Commissioners, who shall hold office for two years and until
their successors are elected and qualified, and thereafter five
County Commissioners shall be elected at each general election,
and the County Commissioners elected under the provisions
of this Act shall be eligible for re-election, but those holding
over under the Act of 1892, Chapter 157, shall be ineligible to
succeed themselves.
191. The County Commissioners elected under the Act of
1892, Chapter 157, shall continue to hold office until the expi-
