to May first, when such license shall be issued from such month
and a ratable sum shall be charged therefor. All licenses
granted or issued, by said Clerks shall expire the first day of
May next thereafter, except licenses for fisheries and horse-
racing.

6. It shall be the duty of the sheriff, constables, inspectors
or agents of the State Tax Commission of Maryland, to make
diligent inquiry of all persons doing business in this State
without a license or without a license of sufficient amount, and
such sheriff, constable, inspectors or agents shall report the
same forthwith to the State Tax Commission of Maryland who
shall ascertain the amount due the State of Maryland on
account of any unsecured license or insufficient license, and shall
add to such amount a penalty of five per cent, a month on
the license fee, and certify the whole amount under the seal of
their office to the Attorney-General who shall recover such
sum by an action of debt in the name of the State of Maryland,
and the suit shall be instituted before a Justice of the Peace,
if he has jurisdiction, or a Circuit Court for the County, or if
in Baltimore City, in the Baltimore City Court.

40. Applicants for trader's licenses shall be required to
apply to the Clerk for such licenses under oath in the following
