tailed and itemized account of the receipts and expenditures
of the town for the preceding calendar year and shall give a
copy of the same to the judges of election for exhibition to any
qualified voter in the town who may make demand therefor.
If the Commissioners of the town at any time shall fail, refuse
or neglect to call an election as hereinbefore directed, the power
of electing Commissioners shall not thereupon cease, but shall
continue and any inhabitant of the town, having a right to
vote at an election therein, may apply to the Circuit Court for
Cecil County, in an appropriate proceeding, to require such
election to be held, and if said Court shall see fit to order said
election to be held, then the said Court shall so order said elec-
tion to be held under the provisions of the aforegoing sections
and shall fine such of the Commissioners who refused, failed,
or neglected to call said election and shall place the costs of
the proceeding upon the Commissioners so refusing or neglect-
ing to call said election.

SEC. 83Q. And be it enacted, That all the property, real,
personal, and mixed, now belonging to the '' The Commissioners
of Charlestown" under a former incorporation, shall, upon
these sections going into effect, vest in and belong to the town
the same as if these provisions had not been enacted; and no
real property now owned by the town, or hereafter acquired
shall be sold or alienated except with the consent of a majority
of the qualified voters of the town.

SEC. 83R. And be it enacted, That the present Commission-
ers of the town are hereby vested with all the powers under
the foregoing sections that their successors shall have and they,
and each of them, shall hold their respective offices until the
first Tuesday after the first Monday in the month of January,
1917, and until their successors are elected and qualified, but
no longer, and it shall be incumbent upon the present Commis-
sioners to call the election to be held on said date, and the pres-
ent Chairman of the said Commissioners shall, immediately
after this charter goes into effect, assume the office of Mayor
and be vested with all the authority vested in the Mayor to be
hereafter chosen under these sections and shall hold said office
until his successor is elected and qualified.

SEC. 83S. And be it enacted, That all ordinances passed by
the Commissioners shall be entitled "An ordinance of the Com-
missioners of Charlestown" and public notice of the same shall
be given before any ordinance shall become operative and no
ordinance shall be invalid because of want of form.
