when it shall appear to such citizen or Commissioner that the
delay necessary to the issuing of a warrant will be dangerous
to the peace and quiet of the town or to the lives, limbs or
property of the citizens and such person or persons shall be
entitled to and be given an immediate trial before the Mayor as
hereinafter provided that trials may be held or such person or
persons may be given a continuance of said hearing to some
later date by giving bond or depositing cash as collateral to the
amount of not less than twenty-five dollars and such bond or
collateral shall be declared forfeited by the Mayor if the offen-
der or offenders shall not appear on the date so fixed.

SEC. 83E. And be it enacted, That the limits of the town
shall be as now established but may be extended by said Com-
missioners by filing a certificate with the Clerk of the Court
showing the courses and distances of the whole town as extend-
ed, and said limits and the location of the streets and thorough-
fares of the town, as now established, may be proved by any
survey which may appear to have been made by a competent
surveyor although such surveyor may be dead and the evidence
of his capacity to do such work or of his hand writing may not
be able to be shown by living witnesses, provided, however,
that the document or a blue print of the same offered as evi-
dence shall show on its face the limits of said town and the
streets and thoroughfares therein with such a degree of accuracy
as would be recognized and judged to be correct by the older
inhabitants of the town or such other persons familiar with the
limits and the streets and thoroughfares of the town, and such
survey document or blue print of the same shall be received as
evidence in any Court of law or Equity in this State; and the
Commissioners shall have absolute dominion and control over
the property of the town known as the "Commons" and shall
have the power to pass ordinances and make rules and regula-
tions necessary to manage and control the same.

SEC. 83F. And be it enacted, That the Commissioners shall
have full power to open new streets, lanes and alleys in the
town and to relocate, straighten, increase or diminish the width
of and remove all obstructions from those already located on
any ancient survey or plot or blue print of the same made by
a surveyor mentioned in the preceding section and to provide
for the paving of the said streets and the sidewalks thereof
and for keeping the same in repair, and for the proper drainage
of said streets, lanes and alleys, and for that purpose to con-
struct sewers, drains and culverts when necessary.
