SEC. 83A. And be it enacted. That the Commissioners so
elected shall provide for stated meetings either monthly, semi-
monthly, or weekly as they may think proper but shall publicly
proclaim the same and may meet and adjourn for any special
meeting for any purpose whatsoever and all meetings of the
Commissioners shall be public.

SEC. 83B. And be it enacted, That immediately after their
qualification as Commissioners they shall hold a special meeting
at which time they shall choose among their number one as
Secretary and Treasurer, who shall continue in office during
the term for which said Commissioners are elected, unless sooner
removed by said Commissioners; and they shall require and
take from the Secretary and Treasurer a bond, in a penalty to
be fixed by them, for the faithful discharge of his duty as said
Secretary and Treasurer, the said bond to be furnished by a
surety company authorized to do business in Maryland and the
annual premium thereon shall be paid by the Commissioners
out of the funds of the town.

SEC. 83C. And be it enacted, That the Commissioners shall
have full power to pass ordinances for the maintenance of good
order in said town and thereby to suppress all disorderly con-
duct in said town of whatsoever nature and to prevent the run-
ning at large of all classes of live stock and to prevent any
immoderate driving through the streets of the town, or on any
public road running through said town, with automobile, motor
cycle, bicycle, carriage, wagon or other vehicle, or on horse back,
so as to endanger the lives, limbs or property of the citizens, or
disturb the quiet enjoyment of the streets, roads and thorough-
fares, whether the same be public or private, and to that end,
by said ordinances, may impose fines, penalties and forfeitures
for the violations of any ordinances, but no fine or penalty shall
exceed the sum of fifty dollars nor shall any imprisonment in
the House of Correction or County Jail be for more than one
year; and in default of payment of any fine or costs of prosecu-
tion or in case of any forfeiture whatsoever, the offender shall
be committed to the County Jail for a period not exceeding
three months.

SEC. 83D. And be it enacted, That any Commissioner or
Citizen of the town shall have power to make an immediate
arrest, without warrant, of any person or persons who may be
charged with riotous or disorderly conduct, or with driving or
riding through the streets, roads and thoroughfares of the town
