SEC. 83G. And be it enacted, That the Commissioners shall
have full power to construct public wharves at the end of any
street where the same meets tide water at highwater, and
beyond said point into North East River for a distance of not
more than two thousand feet but not to enter or cross the chan-
nel of said river and may enter into contract or contracts with
any person or persons or corporation to lease spaces on said
public wharves or other town property for any lawful purpose
whatsoever at a price to be fixed 'by the Commissioners in said
contract or contracts but not for a period of more than one
year and the revenues arising therefrom shall belong to the
town; and the Commissioners shall have further power to per-
mit citizens or residents of the town to use the streets of the
town leading from the tide water for a distance of one hundred
feet, but not to enter or cross any intersecting street, for the
purpose of building and repairing boats or other equipment
used for fishing purposes, and for the drying and repair of
nets; provided, that sufficient space in said streets is left to
allow vehicles and foot passengers to reach the tide water, and
every such permit to use said streets shall be for a valuable,
consideration to accrue to the town and such permit shall not
be exclusive or the space so leased shall not be more than is
actually required by such person using the same; and in build-
ing said wharves the Commissioners may contract with any
person or body corporate.

SEC. 83H. And be it enacted, That the Commissioners shall
have full power to provide for the payment of the damages and
expenses of opening, widening or diminishing, and laying out,
grading, paving, draining and repairing of streets, lanes and
alleys in the town by levying and assessing the same generally
upon the whole of the assessable property of the town, or speci-
ally up oil the assessable property of persons benefited thereby.

SEC. 831. And be it enacted, That if in opening or laying
out any new street, lane or alley, or on straightening, widening,
diminishing or draining any street, lane or alley in the town, or
if it may be deemed necessary by the Commissioners to acquire
a lot or lots of land in the town for public purposes, of whatso-
ever nature, and the Commissioners cannot agree with the
owner or owners of any land or property wanted for the pur-
pose or purposes, for the purchase, use and occupation of the
same, or if the owner be a femme covert, under age, non compos
mentis, or out of Cecil County, application may be made to
any Justice of the Peace residing in the County, who shall
