1272 LAWS OF MARYLAND. [CH. 603

CHAPTER 603.

AN ACT to repeal and re-enact with amendments Sections 80,
81, 82 and 83 of Article 8 of the Code of Public Local Laws
of Maryland, title "Cecil County, " sub-title, "Charlestown, "
and to add nineteen additional Sections to said Article
under said title and sub-title to follow Section 83 as re-
enacted and to be designated as Sections 83A, 83B, 83C,
83D, 83E, 83F, 83G, 83H, 831, 83J, 83K, 83L, 83M,
83N, 83 O, 83JP, 83Q, 83R and 83S, subject to the ratifica-
tion of the qualified voters of said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 80, 81, 82 and 83 of Article 8 of the Code
of Public Local Laws of Maryland, title, "Cecil County, " sub-
title, "Charlestown, " be and the same are hereby repealed and
re-enacted with amendments, and nineteen new Sections be and
the same are hereby added to said Article 8 under said title
and sub-title to follow Section 83 and to be designated as Sec-
tions 83A, 83B, 83C, 83D, 83E, 83F, 83G, 83H, 831, 83J, 83K,
83L, 83M, 83N, 830, 83P, 83Q, 83R and 83S, all of said Sections
to read as follows:

SEC. 80. The inhabitants of the town of Charlestown are
hereby incorporated by the name of "The Commissioners of
Charlestown, " and by that name shall have perpetual succes-
sion; may sue and be sued; may purchase, hold and dispose of
real, personal and mixed property for the use and benefit of the
said town, and may have and use a common seal which may be
altered at pleasure.

SEC. 81. Said Commissioners shall be five in number, and
shall be elected on the first Tuesday after the first Monday, in
the month of January, annually; all male inhabitants of said
town who are citizens of the State of Maryland, above twenty-
one years of age, who shall have actually resided in the town
for one year next preceding the election, at which they shall
offer to vote, and all male persons of the aforesaid age and citi-
zens of the United States owning real property in said town,
who do not reside therein, shall be entitled to vote for said Com-
missioners but no person shall be eligible for the office of Com-
missioner unless he shall be a citizen of the State of Maryland
and shall have resided in said town for a period of one year;
and any club or corporation owning real property in said town,
and not engaged in business for profit, shall be entitled to cast
one vote for said Commissioners by a person duly authorized
