EMERSON C. HARRINGTON, GOVERNOR, 1193

All checks shall be in a form prescribed by the County Com-
missioners, shall show on their face the purpose for which the
payment is made, and against what fund such payment shall be
charged, whether the general fund or against the district funds
as hereinafter provided for, and in case of the latter, they shall
show the road district and the election district against which said
payment is to be charged. Checks against the general fund shall
be signed by the President of the Board of County Commis-
sioners and countersigned by the Road Clerk. Checks against
the district funds shall be signed by the Road Director for the
district against which the payment is to be charged, and counter-
signed by the Road Clerk. No sum of money for any purpose
whatsoever shall be paid out of any part of the road fund ex-
cept upon the direction of the Board of County Commissioners,
and the Road Clerk shall not countersign any check of any
director for any bill whatsoever, unless such bill shall be itemized
with sufficient definiteness to show what work or materials it is
for, and on what road or bridge the work was done or materials
used, and unless such bill has been passed by the Board of
County Commissioners. It shall be the duty of the Road Clerk
at the time of countersigning checks to enter the payments in
his road books so that the County Commissioners shall have in
their office open to the inspection of the public at all times a
full and complete record of the road fund and the distribution
thereof.

SEC. 281. Prince George's County for the purpose of this Act
is divided into six (6) Road Districts. Road District No. 1
shall be composed of Election Districts No. 10 (Laurel), No. 1
(Vansville), No. 17 (Chillum), and No. 16 (Hyattsville). Road
District No. 2 shall be composed of Election Districts No. 2
(Bladensburg), No. 19 (Riverdale), No. 13 (Kent), No. 14
(Bowie). Road District No. 3 shall be composed of Election
Districts No. 18 (Seat Pleasant), No. 12 (Oxen Hill), No. 6
(Spauldings) and that part of No. 15 (Melwood) north of the
State road leading from Marlboro to Washington. Road District
No. 4 shall be composed of Election Districts No. 7 (Queen
Anne), No. 3 (Marlboro) and that part of No. 15 (Melwood)
south of the State road leading from Marlboro to Washington.
Road District No. 5 shall be composed of Election Districts No. 5
(Piscataway), No. 9 (Surratteville) and that part of No. 11
(Brandywine) west of the railroad known as the Popes Creek
branch of the Pennsylvania Railroad. Road District No. 6 shall
be composed of Election Districts No. 4 (Nottingham), No. 8
