a "White Way" system of lighting thereof making the said
costs a lien on said property; providing for the payment
thereof by the said abutting owners and the Mayor and
Council in certain pro rata proportions as therein set forth
and providing a means for the collection thereof.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Hagerstown shall
have and it is hereby vested with full power and authority to
provide by ordinance for installing a system of lighting by
electricity of any street or highway in Hagerstown or part-
thereof in the manner and method commonly known as a
"White Way" system of lighting of said highways and streets;
the materials to be used therefor and the number of lights for
each square to be set forth in said ordinance and also for
assessing the costs of any such work and materials used, in
part pro rata upon the property abutting or binding upon
any such street or highway or part thereof, making the same
a lien thereon and for collecting such assessments as other city
taxes are collected.

SEC. 2. And be it enacted, That the Mayor and Council of
Hagerstown shall have and it is hereby vested with full power
and authority to provide by general ordinance for installing
a system of lighting by electricity of any street, or highway in
Hagerstown or part thereof in the manner and method com-
monly called and known as a "White Way" system without the
necessity of the passage of a special ordinance in the partic-
ular case, whenever the owners of a majority of the front feet
of property abutting or binding on such street or highway or
part thereof, shall apply for the same by petition to the Mayor
and Council upon terms and under conditions and with mate-
rials as shall be set forth in said general ordinance, and for
the assessment in any such case of the costs of such work and
the materials used, in part pro rata upon all the property abut-
ting or binding on such street or highway or part thereof
making the same a lien thereon; the number of lights to be
placed in any one square to be set forth in said ordinance and
for the collection of such assessments as other City taxes are
collected.

SEC. 3. Be it enacted, That whenever the Mayor and Coun-
cil shall proceed to exercise the powers vested in it by Sections
1 and 2 of this Act, and shall provide by special or general
ordinance for installing of a system of lighting by electricity
