of any street or highway in Hagerstown or part thereof in the
manner and method commonly called and known as a "White
Way" system of lighting thereof, the costs of installing said
White Way System, as aforesaid upon any such street or high-
way or part thereof, which shall devolve upon the Mayor and
Council of Hagerstown shall be provided for in the manner
following: that is to say: After the entire costs of installing
said White Way System of Lighting any such street or high-
way or part thereof which the Mayor and Council shall be
obliged to pay, has been fully and definitely ascertained and
determined, the Mayor and Council is hereby authorized and
empowered to levy on the assessable property of said town a
sufficient sum of money, to be collected as other taxes are col-
lected, to pay the Mayor and Council's due and proper portion
of said costs as previously ascertained for the installing of said
White Way System of Lighting of any such street or highway
or part thereof and the said levy for the purpose aforesaid
shall only be made once in any one year and that shall be at
the time of the making of the annual levy of taxes by the
Mayor and Council and to be included therein, or the Mayor
and Council may pay its said portion of the costs of said work
and materials used as above set forth from the General Pur-
pose Account Fund of said City.

SEC. 4. And be it enacted, That this Act shall take effect
from the first day of June, 1916.

CHAPTER 71.

AN ACT to authorize and empower the Mayor and Council of
Hagerstown to acquire by purchase or condemnation a cer-
tain tract or tracts of land, with the improvements thereon,
abutting on and along both sides of a stream of water for its
entire length commonly called and known as "Marsh Run"
in Hagerstown, Maryland; the entire stream of water known
as "Marsh Run" from the Eastern boundary of the property
of the Hagerstown City Park to the Antietam Creek, to-
gether with all rights, easements, privileges and ways of all
persons and corporations therein and any and all streams of
water, water-ways, water-courses, drains and sewers empty-
ing into said Marsh Run and all rights, privileges, ease-
