and Council may issue for the purpose of borrowing money
temporarily, pending the sale of the bonds herein authorized,
and authority is hereby conferred upon the Mayor and Council
to issue the promissory notes of the town of Easton for the
purpose of securing such temporary loans, and, provided, that
the total bonded and floating indebtedness of the town shall at
no time exceed ten per centum of the taxable basis of the town.

SEC. 6. Be it enacted, That all the provisions of the Charter
of Easton and amendments thereto, contrary to the intent and
purposes of this Act are hereby repealed for the purposes of
this Act and in so far as they are inconsistent herewith.

SEC. 7. Be it enacted, That all outstanding indebtedness of
the Easton Water Company of Talbot County, including any
indebtedness of said Water Company to the Mayor and Council
of Easton at the time of said purchase, shall be provided for
and paid out of the monies raised by the said Mayor and Coun-
cil under authority of this Act; provided, however, that this
shall not include the bonded indebtedness of said Easton Water
Company of Forty-five thousand ($45,000) Dollars, due May
1st, 1932, secured by a mortgage to William E. Shannahan and
Alexander Fountain, Trustees, which shall remain as a lien
upon the property purchased, and which said bonds shall be
guaranteed by the Mayor and Council of Easton.

SEC. 8. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 74.

AN ACT to regulate the licensing of auctioneers in Howard
County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That no person shall be entitled to engage in business as
an auctioneer in Howard County unless he shall have first
taken out a license as hereinafter provided.

SEC. 2. And be it further enacted, That it shall be the duty
of the Clerk of the Circuit Court of said County to issue auc-
tioneer licenses to such persons as may apply for and be en-
titled to them under this Act, and according to the conditions
and provisions of this Act, the amount so received from said
