by him against the County shall be approved by the Commis-
sioner of that Commissioner's District before they are presented
to the Board of County Commissioners for further action
thereon.
SEC. 4. Before any bill for road or bridge work shall be sub-
mitted to the Board of County Commissioners, it shall be first
examined and marked "approved" by the Commissioners hav-
ing charge of the district in which the work was done. Every
bill must be presented at the office of the County Commissioners
within at least sixty days after the completion of the work for
which the bill is rendered. All bills presented for payment or
approval for payment in the office of the County Commissioners
shall be at all times open to the inspection of the public during
office hours and under the direction of an employee of the office.
SEC. 5. Each County Commissioner shall inspect all the pub-
lic roads in the Commissioner's District from which he is elected
at least twice in every year; one inspection shall be between the
first day of January and the first day of April, one inspection
shall be between the first day of August and the first day of
November. He shall inspect all repairs to the public roads and
bridges in his district as soon as possible after such repairs are
made, and unless the contract for said repairs has been fully
complied with, he shall refuse to approve the bill for the same.
SEC. 106 C. The County Commissioners of Cecil County shall
each receive an annual salary of $800, in lieu of all other com-
pensation, per diem, or mileage. The President shall receive
$100 additional pay. They shall each give bond to the State of
Maryland in the sum of $10,000 for the faithful and efficient
discharge of their duties. Their office shall be examined in the
last week of November of each and every year, by an auditor,
appointed by the Circuit Court of Cecil County, who shall make
report of his examination to the said Court and the said Court
shall place said report in the hands of the Grand Jury for the
succeeding December term of the Circuit Court.
SEC. 106 D. Be it further enacted, That this Act shall take
effect from the date of its passage.

AN ACT to add a new Section to Article 4 of the Code of Public
Local Laws of Maryland, title c' City of Baltimore,'' sub-title
"Charter," to follow Section 36-A and to be designated 36-B.
