time of his nomination and election. A County Commissioner
from the Second Commissioner's District shall be elected at the
general election held in 1917 and every third year thereafter;
no person shall be eligible as a candidate for said County Com-
missioner unless he shall be a resident of said Commissioner's
District at the time of his nomination and election. A County
Commissioner from the Third Commissioner's District shall be
elected at the general election held in 1915 and every third year
thereafter; no person shall be eligible as a candidate for saio
County Commissioners unless he shall be a resident of said Com-
missioner's District at the time of his nomination and election.
And all Acts or parts of Acts of the General Assembly of Mary-
land which may in any wise conflict with the provisions of this;
Section are hereby repealed. (Until the provisions of this Sec-
tion have gone into full operation for all intents and purposes,
of its enactment, J. Frank Blake is hereby regarded as the
County Commissioner elected from the Second Commissioner's
District and shall also be considered a resident of Fourth Elec-
tion District, and the term of James T. Watts as County Com-
missioner is hereby extended to December the first, 1916.
SEC. 106 B. That for the purpose of the supervision of the
public roads and bridges in Cecil County, each County Commis-
sioner shall have jurisdiction and control of the Commissioner's.
District from which he is elected, subject to the following regu-
lations and restrictions:
(1) He shall be limited in his expenditures on said roads and
bridges in any one Commissioner's District, in any one year, to
one-third of the total road fund arising from a levy of not more-
than thirty-five cents on the hundred dollars of the whole tax
levy for the County.
(2) In case of special necessity, however, arising from floods
or other unusual damages he may be authorized by a unanimous-
vote of the Board of County Commissioners to expend such other
or further sum or sums as they may direct.
(3) The Commissioners shall appoint a supervisor in each
election district (except the election district wherein the Com-
missioner himself resides, of which election district the resident
Commissioner shall himself have charge) which supervisor shall
have oversight of the roads of the district for which he is ap-
pointed, subject to the approval and direction of the Commis-
sioner for that Commissioner's District. Said supervisor shall
be appointed for a term of one year, and may be removed by
said Commissioners at any time, and shall be paid the sum of
$2.50 per day for each day he is at work and all bills presented
