Before said election the Burgess shall select three persons
qualified to vote at said election, who shall officiate at said elec-
tion as Judges, and one person qualified to vote at said election
who shall officiate as Clerk. It shall be the duty of the Clerk
to write down on a list the names of all parties voting at said
election, and shall likewise keep an accurate written count, or
tally, of the votes cast at said election as the same shall be
counted by the Judges. The Judges shall conduct said election,
receive all ballots, and at the close of the polls, shall count the
ballots cast and declare the result of said election. The Judges
of said election shall, after the result of said election has been
ascertained by them, make out a certificate, setting forth the
result of said election, and return said certificate, together with
the ballots cast, and an affidavit that said election was fairly
conducted by them, to the Clerk of the Circuit Court for Wash-
Washington County, who shall record amongst the land records
of Washington County said certificate and affidavit, and file the
same and said ballots and safely preserve them. The Burgess
and Commissioners of Hancock shall have ballots printed for
the use of voters qualified to vote at said election, and shall have
them at the polling place at the time of the opening of the polls,
whereon shall appear the words "For the Water and Sewer
Fund, and the words "Against the Water and Sewer Fund,"
in two separate lines, upon which ballot the voter shall indicate
his choice on the question submitted at said election by crossing
out or erasing the line which does not express his choice. No
ballot shall be counted at said election unless the words "For
the Water and Sewer Fund," or '' Against the Water and Sewer
Fund'' shall be found on the ballot and clearly represent the
intention of the voter. Ballots voted, upon which no lines are
crossed out or erased, or upon which both lines are crossed out
or erased, shall not be counted. If the majority of the ballots
cast at said election shall be '' For the Water and Sewer Fund,''
then the provisions of Sections 241-X, 241-Y and 241-Z of this
Act shall be and continue in full force and effect, but if a ma-
jority of the votes cast at said election shall be "Against the
Water and Sewer Fund," then the provisions of said Sections
of this Act shall be null and void, provided, however, that in the
event that a majority of the ballots cast at said election or any
subsequent election herein provided for, shall be "For the
Water and Sewer Fund,'' and by reason of any irregularity in
the procedure of holding such election such election shall be
set aside by any Court of competent jurisdiction, then a new
election may be called by said Burgess and Commissioners of
