Virgil M. Lawrence, be, and they are hereby, constituted a
building committee for the purpose of purchasing a lot or lots,
And erecting and furnishing, in the town of Brandywine, a pub-
lic school building, four of whom shall constitute a quorum, and
a concurrence of four of them shall be necessary for the decision
of all questions that may arise in the discharge of their duties,
and all vacancies occurring in said building committee, whether
from death, resignation, refusal to act, or otherwise, shall be
filled by the School Commissioners of Prince George's County.

SEC. 2. And be it enacted, That said Building Committee
shall, as soon as it is decided that bonds shall be issued, as speed-
ily as possible, select and purchase a suitable site for such build-
ing, and procure and adopt plans and specifications for the con-
struction of said school building, and the providing of a suitable
heating apparatus and equipment therefor; and as soon as said
site shall be purchased and said plans and specifications deter-
mined upon by said building committee, they shall invite sealed
proposals by advertisement for a reasonable time, for the con-
struction and completion of said work, which proposals shall be
in sealed envelopes addressed in care of said Building Commit-
tee, and shall be publicly opened on the day and the hour named
in said advertisement. Said proposals shall set forth the amount
of money for which the parties proposing will construct and
complete the building, including heating apparatus, according
to specifications, and the time or times at which payments there-
for shall be made; and the said committee shall award the con-
tract to the lowest responsible bidder who shall, within a suit-
able time thereafter to be determined by said Building Commit-
tee, furnish to it a bond to the State of Maryland in such
penalty as such committee shall determine, conditioned for the
faithful performance of the contract entered into, the commit-
tee, however, reserving to itself at all times the right to reject
any and all bids. Said bond shall be liable at the suit of the
Board of County Commissioners of Prince George's County for
violations of its conditions. The said Building Committee is
authorized and required to employ a skillful and competent
architect, under whose control and supervision as to material
and workmanship such work shall be done; and said Building
Committee shall also invite sealed proposals for the equipment
of said building, and shall award the contract for same to the
lowest responsible bidder, the committee, however, reserving to
itself at all times the right to reject any and all bids for said
equipment; provided, however, that the entire cost of said site
and building complete, including said heating apparatus and
