highways of said County, all the railroads and railways in-
said County, and the locations of the several stations thereon,
and all the State roads in said County. They shall then pre-
pare a tentative plan for the construction, repair, relocation,
establishment and improvement of such roads and highways as.
in their judgment should be constructed, repaired, relocated,
established or improved, in order to establish a reasonably
complete and efficient system of modern highways in said
County, which in connection with the other -highways in said
County will provide not less than ten miles of improved modern
roads in each election district in said County, and shall have
said plan published for two successive weeks in some newspaper
published in Baltimore County, and after such publication they
shall arrange and hold a series of road meetings at such times
and places in Baltimore County as they deem proper, and shall
cause a notice of such meetings, setting the time and place
thereof, to be published for two weeks in some newspaper pub-
lished in Baltimore County, and at such meetings they shall
hear and consider suggestions and discussions from persons
interested, in connection with said plan and the proper location
of the roads in said system. And after holding such meetings
they shall finally setect such highways, roads and bridges to
be improved, constructed, re-located, repaired or established as
a part of such system which in their judgment will best serve
the interests of all sections of said County, and shall proceed
systematically to complete the same, and so far as may be
practical shall endeavor each year to complete an equal number
of miles of improved road in each election district of said
County. To this end they may make all preliminary investi-
gations and do all such preliminary work as shall in the judg-
ment of such County Commissioners precede the actual estab-
lishment, construction and improvement of such system of roads;
and highways, adopt and employ such means, methods or system
of road constructions, improvement and development as may in
their judgment be best calculated to promote the objects of this
Act; condemn, lay out, open, establish, construct, extend, widen,
straighten, grade and improve in any manner any road em-
braced in the system adopted by them as aforesaid, and establish
and fix the width thereof; cause to be prepared such surveys,
plans, drawings or maps as they may deem proper in the course
of their work; acquire for Baltimore County by agreement, gift,
grant, purchase or condemnation proceedings in the manner
prescribed by the Public General Laws of Maryland; any pri-
vate road or roads, toll road or turnpike whatsoever, or private
