property or rights of drainage for public use, whether belonging
to private individuals or to turnpike companies or other cor-
porations, and including any avenues, roads, lanes, or thorough-
fares, rights or interests, franchises, privileges or easements,
that may be in their judgment desirable or necessary to complete
said system of roads; contract with any person or persons, com-
pa.ny or corporation, in furtherance of their duties under this
Act; employ all necessary help and assistants, skilled and un-
skilled, in connection with the establishment of said system of
roads, and do all such other things as may be reasonably neces-
sary to the full and complete discharge of their duties under this
Act. The said County Commissioners, when about to construct
or improve in any manner any highway as a part of said sys-
tem, shall advertise for at least two weeks in one or more
newspapers published in said County and for three consecutive
issues in at least one daily newspaper published in Baltimore
City for sealed proposals for the construction or other improve-
ment of said highway, accurately describing the same and stating
the time and place for opening said proposals, reserving the
right to reject any and all proposals; said proposals shall be
publicly opened at the time specified in said advertisement,
and the contract for such work or for the supplies and materials
required for such construction or work shall be awarded by the
said County Commissioners to the lowest responsible bidder;
but said County Commissioners shall not be required so to adver-
tise for proposals, or to award any contract for any work or
for any material or supplies for any amount less than two hun-
dred and fifty dollars in the aggregate. The construction and
improvement of all highways or parts thereof so undertaken to
foe constructed or improved as a part of the system aforesaid
shall be under the supervision and subject to the approval of
the Roads Engineer of Baltimore County, in accordance with
plans and specifications prepared by him and approved by said
County Commissioners.

342-A. That the cost of the construction, improvement and
repair of the "Improved System of Roads" to be constructed,
as provided in Section 342, shall be paid from the Improved
Road System Fund, which fund shall be kept as a separate fund
by the Treasurer of Baltimore County in the same manner
as the General Road and Bridge Fund is now kept. Thirty
per cent, of all moneys collected by the Treasurer of Balti-
more County for the use of the public roads, streets and bridges
of said County shall be deposited in a special fund known
