Act or statute embodying such plans and measures as the said
Commission may report and commend as appropriate and desir-
able for the purpose aforesaid.
SEC. 2. And be it further enacted, That the service of the
members of the said Commission shall be honorary and without
compensation, and that the said Commission shall submit to the
Governor and the General Assembly the report and the form of
Act or Statute, mentioned in Section 1 hereof, on or before the
January first, nineteen hundred and sixteen.
SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 461.
AN ACT to repeal and re-enact with amendments Section 34 of
Article 77 of Bagby's Annotated Code of Public Civil Laws
of Maryland, entitled "Public Education," sub-title "Chap-
ter 5, District School Trustees," and to add three new Sec-
tions to follow after said Section 34, to be .known as Sections
34-A, 34-B and 34-C, the said amendments and additional
Sections relating to the free use for public meetings of the
public school buildings of the State.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 34 of Article 77 of Bagby's Annotated Code
of Public Civil Laws of Maryland, entitled "Public Educa-
tion," sub-title "Chapter 5 of Article 77," be and the same is
hereby repealed and re-enacted with amendments, and that
three new Sections are hereby added to be known as Sections
34-A, 34-B and 34-C, to follow immediately after Section 34,
and all to read as follows:
SEC. 34. No school house shall be used for any other pur-
pose than public school purposes and school district meetings,
unless by consent of the Board of County School Commissioners,
or a majority of them; provided, however, whenever an applica-
tion is made to the trustees of a school, or to the School Board,
or other body having charge of school houses, signed by twenty-
live citizens in the school district where the said school is situ-
ated, requesting the use of the school building for a non-
partisan gathering of citizens for the presentation and dis-
cussion of public questions, or for other civic, social or recrea-
