Secretary. The Visitors to the jail shall have charge and con-
trol, supervision and regulation, of the Baltimore City Jail and
all reformatory, criminal and penal, institutions belonging to the
City. The Visitors to the Jail shall have the power to pass,
rules and regulations for their own government and for the
government of the Baltimore City Jail and the aforesaid in-
stitutions belonging to the City, not inconsistent with this Ar-
ticle, and shall perform such other duties as may be required of
them by ordinances not inconsistent with this Article.
SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 344.
AN ACT to repeal Sections 128 and 132 of Article 16 of the Code
of Public Local Laws of Maryland, title "Montgomery
County," sub-title "County Commissioners," according to
Chapter 790 of the Acts of 1912, and to re-enact the same with
amendments designed to fix the salary of the Clerk to said
Commissioners and Treasurer of said County at $2,250. and
to limit the expenditures for regular assistants to $4,000 per
annum.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 128 and 132 of Article 16 of the Code
of Public Local Laws of Maryland, title "Montgomery County,"
sub-title "County Commissioners," according to Chapter 790
of the Acts of 1912, be and the same are hereby repealed and
re-enacted so as to read as follows:
SEC. 328. They shall appoint a clerk who shall be ex-officio
Treasurer and Collector of State and County taxes for said
County; and for his services as such he shall receive a salary
of twenty-two hundred and fifty dollars per annum, payable
monthly, and no other compensation or commission except the
fees hereinafter allowed in case of sales of personal and real
property, and his duties shall be as follows:
SEC. 132. He shall have the power, subject to the approval
of the County Commissioners, to appoint such assistant or
assistants, at a compensation of not exceeding four thousand
dollars in the aggregate, as he may deem necessary and proper
