consecutive weeks in two newspapers printed in Garrett County,
and of opposite political parties.

SEC. 4. Said Commissioners may bind out under Indenture
of apprenticeship any minor held under their charge dependent
on said County for support to some manufacturer, mechanic,
handicraftsman or other person or persons, provided, however,
that of any relative claiming such child shall give bond with
approved security in the penalty of, at least, five hundred
dollars ($500) for the proper maintenance or support of said child
until it reaches the age of eighteen years, and the prom-
ising of reasonable scholarship and education to such child,
then it shall not be so bound out, but shall be delivered to such
relative. Such bond shall be given to the State of Maryland,
and recorded in the Clerk's office of the Circuit Court of Gar-
rett County and suit may be brought thereon by the County
Commissioners of said County if they shall afterwards become
liable to support such child, or suit may be brought thereon by
such child (by guardian or next friend) if it shall be damaged
by the failure of the obligators to fulfill the condition thereof.

SEC. 5. Every child bound under the commissions of the
preceding Section shall, if a male, be bound until he arrives at
the age of twenty-one years, or, if a female, the age of eighteen
years and said Commissioners shall, in all cases, make it a part
of the contract, that he or she shall give such apprentice a
reasonable education, in reading, writing and arithmetic, at
least the equivalent of what is required for the completion of
the work of the fifth grade of the Public School, and also teach
said apprentice, especially if a male, some useful trade, and in
all cases supply suitable clothing and maintenance.

SEC. 6. The Orphans Court of Garrett County shall have
full jurisdiction over all such cases of apprenticeship in the
manner prescribed by Article 6 of the Code of Public General
Laws, title "Apprentice."

SEC. 7. And be it enacted, That for the purpose of this Act
that before the County Commissioners shall purchase the lands
required, and provide the buildings, or make any appro-
priation in that behalf, that the question, whether or not,
a County Home of the character specified in this Act
shall be established in Garrett County shall be submitted
to the legal and qualified voters of said County on the
first Tuesday after the first Monday of November, in
the year nineteen hundred and fourteen; (which is the date of
