mains therein, with the right to dig up said streets and alleys
therein for the purpose.

SEC. 3. A?id be it enacted, That if the contract for furnish-
ing water is made under the provisions of this Act, the said
Burgess and Commissioners of Williamsport shall have full
power and authority to do all things necessary for the proper
consummation of said contract, to establish rules and regula-
tions for the use of said streets and alleys, and to place such
restrictions upon the use thereof, in connection with said water
works, as they may deem advisable, and shall also have the right
to establish and provide in said contract the maximum rates to
be charged for water, and to do all things in connection with
said contract and the supervision of the erection of said water
works necessary to protect the interests of the citizens and tax-
payers of the corporation of Williamsport.

SEC. 4. And be it enacted, That the annual sum of money
to be paid by said Burgess and Commissioners of Williamsport
for said supply of water shall not exceed the sum of Fifteen
Hundred Dollars ($1,500.00) ; and the period for said contract
shall not exceed ten (10) years.

SEC. 5. And be it enacted, That the said Burgess and Com-
missioners of Williamsport, if said contract is entered into under
the provisions of this Act be, and they are hereby authorized
and empowered to levy an annual tax, in addition to the corpo-
ration's ordinary tax, for a sum of money that shall be named
in said contract, during the continuance of said contract, and
to pay the same annually to the person, persons or corporation
with whom said contract is made.

SEC. 6. And be it further enacted, That this Act shall take
effect on and after the 5th day of June, A. D., 1914.

CHAPTER 256.

AN ACT to add a new Section to Article 93 of 1912, the Code of
Public General Laws of Maryland, title '' Testamentary Law,''
sub-title "Orphans' Court," to be inserted after Section 235,
and to be known as Section 235-A, and to apply only to
Cecil County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be added to Article 93 of the Code of
