ized to borrow money on the credit of said Town of Williams-
port, and to issue bonds therefor, for the construction and main-
tenance of water works and an electric light, heat and power
plant, provided the issue of said bonds should be voted for at a
special election to be held in said town of Williamsport, as pro-
vided for in said Act of Assembly, on the first Monday in June,
A. D., 1914.

WHEREAS, The said Burgess and Commissioners of said town
of Williamsport deem it advisable to have water in said town for
fire purposes, and for the use and convenience of its citizens.

WHEREAS, The Burgess and Commissioners of Williamsport,
in case the voters of the said town of Williamsport, at said spe-
cial election to be held on the first Monday in June, A. D., 1914,
vote against the issue of said bonds, desire to be in a position to
contract with any person, persons or corporation to furnish
water for said town for fire purposes, and for the citizens
thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That if at the special election to be held in the town of
Williamsport, in Washington County, in the State of Maryland,
on the first Monday in June, A. D., 1914, at which election the
legal and qualified voters of said town of Williamsport are to
vote on the question as to whether or not the Burgess and Com-
missioners of Williamsport shall borrow money on the credit of
said town, not to exceed Forty Thousand Dollars ($40,000.00),
and to issue bonds for the payment of the same, for the erection
and maintenance of water works and an electric light, heat and
power plant, the result shall be against the issue of said bonds,
then, and in that event, the said Burgess and Commissioners of
Williamsport, in Washington County, Maryland, be, and they
are hereby empowered and authorized, if in their judgment they
deem it advisable and expedient so to do, to contract for and to
purchase from any person, persons or corporation a supply of
water for the use of the said town and corporation of Williams-
port.

SEC. 2. And be it enacted, That the said Burgess and Com-
missioners of Williamsport, in case they contract for water for
the said corporation of Williamsport, under the provisions of
this Act, shall have full power and authority to grant unto said
person, persons or corporation with whom they make such con-
tract, the right to use the streets and alleys of said town of
Williamsport, for the purpose of laying water pipes and water
