effective unless the same shall be submitted to the duly qualified
voters of said town and ratified by a majority of those voting at
any such election; provided that four weeks' notice shall be
given by posting any such ordinance in at least six public places
in said town before said election to be conducted by the Burgess
and Council of said town or persons to be appointed by them
for that purpose; provided further that any such ordinance
may be voted on either at such special election or at the general
election of said town; provided further that said election shall
be held at such time and place and under such terms and con-
ditions as shall be provided for by ordinance passed by the
Burgess and Council of Myersville.
SEC. 2. Be it enacted, That this Act shall take effect from
the date of its passage.

CHAPTER 221.
AN ACT to make appropriation for the annual salary of the Sec-
retary of the Senate, and to define his duties.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Secretary of the Senate shall, during the recess
of the Legislature, be at his office daily to receive and answer
communications, covering legislative matters and to attend to
such matters as may arise in connection with both House and
Senate Records.
SEC. 2. And be it further enacted, That for the salary of
the Secretary of the Senate during the recess of the Legislature
from September 30, 1914, to September 30, 1915, the annual
sum of one thousand dollars is hereby appropriated; and to
pay the salary of the Secretary of the Senate from October 1,
1915, to the first Wednesday in January, 1916, the sum of three
hundred dollars is hereby appropriated; and to pay the Secre-
tary of the Senate a per diem of ten dollars during the legisla-
tive session of 1916 the sum of nine hundred dollars ia hereby
appropriated; that to pay the Secretary of the Senate for copy-
ing and arranging the laws of the session of 1916 for publication,
which work the Secretary of the Senate is to do jointly with the
Chief Clerk of the House of Delegates, the sum of three hundred
dollars is hereby appropriated; that the above sums are to be
taken from any sums in the State Treasury not otherwise appro-
