and shall be subject to suit by the said the Board of County
School Commissioners of Dorchester County or by any laborer
on said building or by any person furnishing materials for the
same; the contract for such work may be signed on the part of
the said School Commissioners either by the said School Com-
missioners themselves in usual form, or by the aforesaid Com-
mittee as their agent.

SEC. 6. And be it enacted, That the foregoing Sections shall
not become effective unless the same be approved by a majority
of the qualified voters of Dorchester County, voting at and par-
ticipating in a special election at which the question of the ap-
proval of the provision of this Act shall be submitted, the said
election to be held in the month of November, 1914, on the same
day and between the same hours as the election held for the
election of a person to represent the First Congressional District
of Maryland in the House of Representatives of the Congress of
the United States, and the polling places for such election shall
be the same, and the Judges and Clerks and other officials (if
any) appointed to conduct said Congressional Election shall
likewise hold and conduct this special election; and the said
County Commissioners shall provide separate ballot boxes and
the requisite ballots for conducting such election and one set of
the said ballots shall have printed thereon "For School House
Improvement" and another set of the said ballots shall have
printed thereon "Against School House Improvement," and
each qualified voter shall have the privilege of voting on the
subject. The said ballots so to be provided shall be delivered to
the judges and clerks of election upon the opening of the polls
on the day of the said election.

The said judges and clerks of election, or any one of them, shall
deliver to every qualified voter applying for the same one of each
of the said ballots, if one of each be demanded, and the said voter
shall have the privilege of voting one of said ballots as expressing
his approval or disapproval of this Act and such ballots so offered
shall be accepted by the aforesaid judges of election and depos-
ited in separate ballot boxes to be provided as aforesaid. After
the closing of the polls the said judges and clerks shall count
and tabulate the said ballots and make certified returns thereof
on the Thursday succeding such election, to the said County
Commissioners, and if a majority of said ballots, as certified in
said return, shall be cast "Por School House Improvement,"
the County Commissioners shall promptly make proclamation
of said result by advertisement in two newspapers published in
Dorchester County, and this Act shall take effect on the first
