of Easton or with any Commissioner or employee of the same.
And in case affidavit or affidavits are not made and filed within
the said period of five days, as aforesaid, the Commission or
Mayor and Council may in their discretion rescind said contract.
Any person or agent of any corporation making such an affidavit
falsely shall be guilty of perjury and shall upon conviction be
subject to the punishment prescribed for perjury by the laws
of this State.

SEC. 10. That every firm, corporation or person to whom any
competitive contract for labor shall be awarded shall be required
to give bond to the Mayor and Council of Easton in a sum equal
to their or his contract and for the payment for materials and
wages of laborers.

SEC. 11. That in case of a vacancy caused by the death or
resignation or removal from town of any member of this Com-
mission, it shall be filled by the Mayor by and with the consent
of the Council of Easton without unnecessary delay.

SEC. 12. That the said Commission herein provided for shall
keep an accurate account of their proceedings and show all re-
ceipts and disbursements and shall report to the Mayor and
Council of Easton with an itemized statement once in every
six months, and oftener if demanded by them, and a full and
final report upon the completion of the work, which statement
shall be published in one or more newspapers printed in the
town of Easton; and the accounts of the Secretary and Treas-
urer thereof shall be audited not less than once in every six
months by such committee or auditor as the Mayor and Council
shall appoint.

SEC. 13. That after the Commission has organized, as herein
provided, it shall be their duty to proceed with the work con-
templated by this Act without delay.

SEC. 14. That for the purpose of carrying out the provi-
sions of this Act, the right to use the streets, avenues, lanes,
alleys and ways of the town of Easton and to plant or contract
for the use of the necessary poles thereon, is hereby granted to
the Commission hereby provided for.

SEC. 15. That the provisions of the Charter of Easton re-
quiring the submission of the question of construction of an
electric light, heat and power plant to the qualified voters of
Easton for ratification and all other provisions in said Charter
contrary to the intent and purpose of this Act are hereby re-
