oath of office prescribed in the Charter of Easton for all other
officers of the town of Easton.

In addition to the powers above enumerated, said Commis-
sion shall subject to the approval of the Mayor and Council
of Easton, have authority to fix rates and make contracts with
consumers for supplying current from said plant for lighting,
heating and other purposes.

SEC. 8. That the Commission so appointed shall, within ten
days after their appointment qualify and organize by electing
one of their number President and by electing a Secretary and
Treasurer, who shall be a taxpayer and qualified voter of the
town of Easton, and who may or not be a member of this Com-
mission. The salary of the Secretary and Treasurer shall be
fixed by the Mayor and Council of Easton. He, the said Treas-
urer, shall give such bond for the faithful performance of his
duties as the Mayor and Council shall require, and upon the
completion of the work for which the Commission shall have
been appointed, or sooner if required by Resolution of the Com-
mission, shall turn over all moneys, books and papers belonging
to his office to the Commission and by them to the Mayor and
Council of Easton. All expenses incurred in connection with
the construction of said electric light, heat and power plant and
appurtenances, including meters and service wiring and the
cost of the Fidelity bonds, and that of the printing of the bonds
to be issued under this Act, shall be paid out of the Easton
Electric Fund, and no part of this fund shall be used for any
other purpose than to pay the costs incident to the carrying
out of the provisions of this Act, or for the operation of said
plant, as aforesaid.

SEC. 9. That whenever competitive bids, including bids for
bonds, materials or labor, are invited by the said Commission
(on behalf of the Mayor and Council of Easton) by public ad-
vertisement, and bids shall be thus invited (except for engi-
neering services) where the aggregate cost equals or exceeds
one hundred ($100) dollars, the successful bidder or bidders
shall within five days after the contract is awarded to him,
them or it, make and file with the Town Clerk an affidavit or
affidavits to be taken before some official authorized to adminis-
ter oaths by the laws of the State, where executed, that he, they
or it have not conspired or colluded with any bidder or bidders
at such bidding for the purpose of suppressing or limiting com-
petition, or creating a deceptive show of competition at said
bidding, or conspired or colluded with any official of the town
