and Council of Easton in the name and to the credit of The
Easton Electric Commission in some bank in the town of Eas-
ton, and no money shall be withdrawn from the deposit of the
funds herein provided for except on checks signed by the Presi-
dent of The Easton Electric Commission and countersigned by
the Secretary and Treasurer thereof; and no fund shall be
drawn therefrom for any purpose, whatever, except the bill for
same be previously approved by at least two members of the
Commission, exclusive of the President, and as hereinafter pro-
vided for by Section 6 of this Act.
SEC. 6. That upon completion of the said electric plant and
appurtenances thereto, the duties and powers of the Easton
Electric Commission shall cease, and any portion of the fund
created by this Act remaining in its hands shall be turned over
to such Commission as may be appointed to operate and con-
trol said plant, to be used for operating expenses, and if not
required for that purpose, shall be applied by the Mayor and
Council of Easton to the payment of the interest on said bonds
or deposited in some savings bank at interest and applied to the
payment of the bonds maturing January 1st, 1919, and there-
after.
Sec. 7. That the Mayor of Easton by and with the consent
of the Council shall appoint four of the legal voters and free-
holders of the town, not municipal office holders, who, together
with the Mayor of Easton, shall constitute "The Easton Elec-
tric Commission," to serve without pay except as hereinafter
provided, which Commission shall have full charge of the build-
ing and construction of the said electric light, heat and power
plant, including the selection of the site therefor, and all of the
work done under authority of the provisions of this Act, with
power and authority to advertise for bids, purchase materials,
let contracts and appoint such assistants, including an engineer,
as may be required, and do all other things which may be deemed
necessary to properly perform the duties for which said Com-
mission shall be appointed; provided, that no material shall be
furnished directly or indirectly or any profit or commission be
received by any member of said Commission or by any firm or
corporation with which any member of the Commission is con-
nected. Each member of the Commission shall give bond with
approved corporate security in the sum of five hundred ($500)
dollars for the faithful compliance with the provisions of this
Act, the cost of which bonds shall be paid out of the Easton Elec-
tric Funds. Each Commissioner, except the Mayor, shall take
