port that in their judgment the said railroad is fully built,
equipped and operating as contemplated by this Act, then the
said County Commissioners shall issue bonds and subscribe the
said capital stock and not otherwise.

SEC. 10. And be it enacted, That the County Commissioners
of said County, or majority of them, are hereby authorized and
empowered either in person or by proxy to vote the stock so to
be subscribed for at any meeting of the stockholders of said
company, under such conditions as the private stockholders may
be authorized to vote heir individual stock.

SEC. 11. And be it enacted, That this Act shall be advertised
in the newspapers published in Anne Arundel County for two
months preceding the next election for members of the House
of Delegates, and be subject to the approval of a majority of all
the members to each House of the General Assembly of Mary-
land at its next session after the passage of this Act. And it is
hereby made the duty and the said County Commissioners of
Anne Arundel County are hereby directed to have this Act
published as required by this Section.

SEC. 12. And be it enacted, That this Act shall take effect
from the date of its passage.

AND WHEREAS, By Section 54 of Article 3 of the Constitution
of the State of Maryland, it is required that said Act of the Gen-
eral Assembly as embraced in said Chapter 390 of the Acts of
1912, as above set forth, shall be published for two months be-
fore the election for members of the House of Delegates next
happening after the passage of said Act, and that it shall also
be approved by a majority of all the members elected to each
House of the General Assembly at its next session after said
election.

AND WHEREAS, In compliance with said Section 54 of Article
3 of the Constitution of Maryland, and in further compliance
with Section 11 of said Chapter 390 of the Acts of 1912, said
Act of the General Assembly of Maryland as embraced in said
Chapter 390 of the Acts of 1912, was published for two months
in the newspapers published in said Anne Arundel County pre-
ceding the election of members of the House of Delegates held
on the fourth day of November, 1913; therefore,

Be it Resolved by the General Assembly of Maryland, That the
said Act of the General Assembly of Maryland as embraced in
Chapter 390 of the Acts of 1912. and as above set forth, be and
the same is hereby approved and ratified.
