No. 7.
Requesting the Senators and Representatives in Congress to
exert their utmost abilities and influence to effect the con-
struction of a Federal Road connecting the Naval Academy
with the National Capitol at Washington.
WHEREAS, Owing to the close proximity of the United States
Naval Academy School situated at Annapolis in Maryland, to
the National Capitol in Washington; and,
WHEREAS, Owing to the easy access afforded a public enemy
in time of war to reach the National Capitol and also the naval
school at Annapolis, leaving each practically without the sup-
port of the other; and,
WHEREAS, For the following reasons a Federal Road should
be constructed connecting the cities;
FIRST. Because the Chesapeake Bay is practically without
fortifications and in time of war a public enemy would first
of all seek the destruction of these two points and over a hard
surfaced road with the improved method of travel, assistance
in time of strife could be easily and quickly gotten for the pro-
tection of either point,
SECOND. Because such a road would open a most beautiful
part of the State, some of which is now practically abandoned
owing to its isolation from shipping points, and would not only
be a great benefit to the National Government, but would be
the means of reclaiming thousands of acres of abandoned land,
and would add materially to the financial welfare of the people
of Maryland, as well as to their comfort and better protection
in the time of strife; therefore,
Resolved, By the General Assembly of Maryland. That the
Senators and Representatives in Congress from Maryland are
hereby requested to exert their utmost abilities and influence
to secure the construction of a National Road conformably to
the foregoing resolutions.
Resolved, further, That the Secretary of the Senate of Mary-
land, is directed to send copies of this resolution, properly cer-
tified, to the two United States Senators from Maryland, and
the Chief Clerk of the House of Delegates of Maryland, is
ordered to forward a copy of these resolutions to each of the
six members of Congress in the House of Representatives from
Maryland.
