also that no change in the grade of sidewalks or other improve-
ments shall be made which may destroy or injure shade trees
unless with the consent in writing of the adjacent landowner,
and that the levy herein provided for shall be made if twenty-
five or more taxpayers, residents of said village of Towson as
herein described, shall petition the Board of County Commis-
sioners asking for such special levy to be made.
SEC. 2. Be it enacted, That whenever such petition is filed,
the Board of County Commissioners shall give notice of the
filing thereof by publication in two newspapers published in
the village of Towson for two successive weeks immediately fol-
lowing the filing of such petition, and if a petition is filed prior
to said annual levy objecting to such a special levy, signed by
an equal or larger number of taxpayers, residents of said village
of Towson, representing a larger amount of taxable property
therein than by the parties petitioning therefor, then the said
Board of County Commissioners shall not make such additional
levy for that year.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 862.
AN ACT to repeal and re-enact with amendments Section 160-H
of Article 33, of the Code of Public General Laws of Mary-
land, title "Elections," sub-title "Primary Elections"——,
as said Section 160-H was enacted by Chapter 2 of the Acts of
the General Assembly of 1912, and repealing all other Acts
and parts of Acts inconsistent with this Act.
