1744 LAWS OF MARYLAND.

property now owned by Abraham Nonemaker, thence easterly
along said avenue to the east side of Joppa Road, thence north-
easterly along Joppa Road to the west side of an alley, situated
about 140 feet east of Virginia Avenue, thence southerly along
said alley and binding on the east line of lots fronting on Vir-
ginia Avenue to a point one hundred feet south of Pennsyl-
vania Avenue, thence westerly along a line parallel to Pennsyl-
vania Avenue, being the southern outline of the lots fronting
on Pennsylvania Avenue to the west side of an alley twenty
feet wide, thence southerly along said alley and continuing the
same course to the northwest corner of "Aigburth Park" prop-
erty, thence southerly along the western outline of said prop-
erty to the north side of Burke Avenue, thence westerly along
said Burke Avenue to the west side of the York Road, thence
southerly along the York Road to the southeast corner of the
property now belonging to the heirs of the late Thomas J. Hun-
ter, thence westerly along the south outline of said Hunter's
property to the southwest corner of said property, thence north-
erly along the western outline of said property and continuing
the same course in all to the division line between the land now
owned by Hans Anderson and the heirs of the late William M.
Isaac, thence southwesterly along said outline and continuing
the same course to the west side of Bosley Avenue, thence north-
erly along the west side of said avenue to the north side of Sus-
quehanna Avenue, thence westerly along said avenue and con-
tinuing the same course to intersect the outline of the lands
now belonging to Thomas W. Offutt and Samuel Harden, and
thence bounding northerly on said outline to the place of be-
ginning, and that the said special taxes when so collected are
to be paid over to the Treasurer and Collector of Baltimore
County, to be used exclusively to pay for the laying of side-
walks, curbs, gutters and sewers, and other improvements in
said Village of Towson; that the total cost of all such improve-
ments, undertaken for any one year, is not to exceed the
amount of special annual levy; that all such improvements are
to be made on the written application ordered by the Board of
Governors of the Towson Town Club to the Board of County
Commissioners of Baltimore County; that all contracts amount-
ing to over $50.00 are to be let on a competitive basis to the
lowest responsible bidder, and executed according to the grades
and specifications and under the supervision of the Baltimore
County Roads Engineer, provided that no change of more than
6 inches in the grade of sidewalks shall be made without the
consent in writing of the adjacent landowner, and provided
