investigate and report to said Commissioners the number of
dwellings, stores, factories or other buildings, and the number
of persons residing in the area to be served by such system, the
probable location and size of the main and lateral sewer main,
and the location, character and size of any plant or means for
the disposition of the sewage or water collected through such
system, and the probable cost of constructing the said, sewerage
system, and the probable annual cost of maintaining the same.
And said Engineer shall file with said report a plat showing ac-
curately by metes and bounds the area to be benefited by the con-
struction and establishment of such system, together with the
roads, alleys, and streets, whether public or private, in such
area, the location of the main and lateral sewer mains, and the
location and character of the plant or means for disposing of
the sewerage collected by the proposed system. Such survey
shall be made and said report and plat filed with said Com-
sioners within 60 days from such request. Upon the filing of
such report and plat, the said Commissioners shall submit a copy
of said report and plat, with an estimate of the cost thereof to the
State Board of Health and upon the approval in writing of
the said State Board of Health of said plans of said system
as to sanitary efficiency, design and character, then the said
County Commissioners shall fix a day for a public hearing on
said petition, and shall give notice thereof by publishing said
petition and the date for such hearing in some newspaper pub-
lished in Baltimore County for not less than two successive
weeks. At such hearing all persons affected by the construction
of the proposed system may appear and be heard upon the ques-
tion as to whether the public health and convenience requires
the establishment of the proposed system.
The said Commissioners shall thereupon determine whether
the public health and convenience require the construction and
maintenance of the proposed sewerage system, and if in their
judgment said proposed system is necessary for the public
health and convenience they shall appoint three capable and
upright citizens of Baltimore County, not residing in the area
to be served by such proposed system, and not owning property
therein, who shall be known as Sewerage Examiners and who
shall investigate and determine the probable cost of constructing
and establishing such system, and the names of the property
owners in the area served by such proposed sewer, and the
amount to which each will be actually benefited or damaged
thereby, and shall return such estimate of probable cost, damage
