same be deemed advisable by the said Commissioners the Gov-
ernor of Maryland is hereby authorized and directed upon the
application of the said Commissioners to execute and deliver
to the County Commissioners of Baltimore County such deed
or deeds as may be proper for the purpose of fully confirming
this grant.

(e) To incorporate with said system of sewerage or otherwise
utilize for the purpose of this Act, so far as it may deem ex-
pedient, any or all existing public sewers or drains, including
storm water sewers and drains, in the County of Baltimore, and
any or all of their appurtenances, either in their present con-
dition or with such repairs, modifications or changes as said
Commissioners may see fit to make, and to condemn, close up,
abolish or destroy, in its discretion, any or all such existing pub-
lic sewers and drains, or to alter their functions, or to increase
their burdens, as it may think best.

(f) To frame, promulgate and enforce such reasonable rules
and regulations for the supervision, protection, management
and conduct of the work done in connection with the establish-
ment or maintenance of such sewerage system or systems, or
drainage system or systems.

(g) To make and enter in the name and on behalf of the
County Commissioners of Baltimore County any and all con-
tracts, agreements and stipulations germane to the scope of
their duties and powers under this Act.

(h) To purchase, hire or otherwise lawfully obtain the use of
all such machinery, tools, implements, appliances, supplies, ma-
terials and working agencies as it may need for its purposes;
provided, however, that" this enumeration of special powers shall
not be construed as restricting in any degree the scope of the
general powers hereinbefore conferred upon said Commis-
sioners.

SEC. 2. Wherever two hundred and fifty or more of the taxable
inhabitants of any part of Baltimore County which could conve-
niently be included in a single sewerage system shall file with the
said Commissioners a petition stating the location and extent of
the proposed sewerage system, the public need therefor, and the
names and residences of the petitioners, the said Commissioners
shall thereupon require the Sanitary Engineer of Baltimore
County to make an accurate survey of the area which would be
benefited by the construction of such sewerage system, and to
