to be enforced and collected as other fines are enforced and col-
lected under the laws of this State.

The power to establish sewerage or drainage systems in and
for said County so delegated to said Commissioners shall in-
clude the power to do all things which may be necessary or in-
cident thereto, among which powers shall be the following, that
is to say:

(a) The power to make all such preliminary investigations
and to do all such preliminary work as should in the opinion
of the said Commissioners precede the actual construction, estab-
lishment or projection of any system or systems of sewerage or
drainage in Baltimore County.

(b) To project, construct, adopt and maintain any such sys-
tem or systems of sewerage as it may deem best calculated to
promote and preserve the public health and welfare.

(c) To appoint an engineer to be known as the Sanitary En-
gineer of Baltimore County, said engineer to be a person holding
the degree of civil engineer skilled in the science of sanitary en-
gineering, and to appoint or employ such other professional or
technical experts or advisors and such agents or employes skilled
or unskilled as they deem requisite for the proper execution of
the duties imposed upon them by this Act, or any of them, to fix
their respective compensation and to remove or discharge such
experts, advisors, agents or employes at pleasure, and to exact
from them such indemnity bonds for the performance of their
respective duties as they deem proper.

(d) To construct and establish all such local, district, lateral,
intercepting, outfall or other sewers, and all such conduits,
drains and pumping or other plants, and all such buildings,
structures, works, apparatus or agencies, and to lay all such
mains and pipes and to create or use, or create and use, all such
instrumentalities and means, within the County of Baltimore, or
any Counties of the State, including submerged as well as
other lands, as it may deem expedient for carrying said system
of sewerage, projected and adopted as aforesaid into full effect.
And said Commissioners are hereby specifically empowered to
construct and maintain without compensation to the State any
part of said system or systems of sewerage or of its works or
appurtenances, or of its or their works or appurtenances, over
or upon any land covered by any of the navigable waters of
this State, the title to which is held by this State; and if the
