1698 LAWS OF MARYLAND.

to provide for the means and manner of payment therefor;
and to authorize the County Commissioners of Baltimore
County to issue bonds in an amount not exceeding $1,000,000,
to defray the cost of such sewerage or drainage systems, and
to provide for an election at which the voters of Baltimore
County can vote upon the question as to whether such bonds
shall be issued, and to provide the means and manner of pay-
ing such bonds, and to repeal Chapter 157 of the Acts of 1912,
entitled An Act to amend Article 3 of the Code of Public
Local Laws of Maryland, title "Baltimore County," by add-
ing eight new Sections thereto under the sub-title 'Health
and Sanitary Officers,' to be known as Sections 132-L, 132-M,
132-N, 132-O, 132-P, 132-Q, 132-R and 132-S of said Article,
the same providing for the construction and maintenance of
sewers and drains in said County, the compelling of connec-
tions with private sewerage plants under certain conditions,
and the acquisition of such plants by said County, and to au-
thorize the County Commissioners of Baltimore County to
establish annual charges for the use of said sewers, and to
require property owners within a reasonable distance there-
from to connect their property therewith.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Baltimore County
shall be charged with the duty of projecting, constructing and
establishing sewerage and drainage systems in Baltimore Coun-
ty whenever in their opinion the public health, welfare or con-
venience so require, with the power and authority to include
in such systems either separately or combined, provision for
the collection and disposal of storm, ground or surface water,
household sewage and ordinary sewage, and said Commissioners
shall have full power and authority and the same is hereby ex-
pressly delegated to them to provide, pass and adopt rules,
orders and regulations for the proper maintenance, preserva-
tion, repair, improvement, protection, examination and inspec-
tion of such systems, and all such rules, orders and regulations
shall be recorded in the Record of the Proceedings of said Com-
missioners, signed by them and attested by the Chief Clerk and
Auditor of said Commissioners and sealed with the seal of the
Board of County Comissioners of Baltimore County, shall be
law and have the full force and effect of law, and any person
violating the provisions of any such rule, order and regulation
shall be deemed guilty of a misdemeanor and shall be subject to
a fine of not less than five nor more than one hundred dollars,
