conformably to the laws of the State of Maryland, and the Char-
ter of Hagerstown, and whereas, we, the subscribers attending
judges at the close of the election in said wards, having thus
assembled in the office of the Clerk of the Circuit Court for
Washington County, with the books of the polls on which are
endorsed the several certificates agreeably to law and having
cast up the whole number of votes given in said wards, accord-
ing to the certificates made out on the day of the election by the
judges, it appears that....................... has the greatest

number of legal votes for................. whereupon we de-
termine, declare and return, that the said.................. is

duly elected. Given under our hands this............... day

of..................... in the year............ immediately

upon receiving and filing said certificate, said Clerk shall notify
the persons chosen of their election in accordance with the
return to the judges.

SEC. 163. The Mayor and Council shall convene regularly
once in each week in the Council Chamber, holidays excepted;
the Mayor shall have the power to call extra sessions whenever
he may deem the same to be necessary-

SEC. 164. The Mayor and Council at their first meeting after
their qualifications, or as soon thereafter as possible, shall select
the following officers, to wit: A City Clerk, and Attorney, a
Building Inspector, a City Engineer, Health Officer, a Market
Inspector and such other officers as may be necessary for the
proper conduct and regulation of the municipal affairs, and
shall designate the term of office for which they shall serve ex-
cept such officers as are hereinafter provided for. Either of the
above named officers shall be subject to removal by two-thirds
vote of the Mayor and Council, and each shall receive such com-
pensation as the Mayor and Council shall by ordinance provide.

SEC. 165. The Clerk shall keep careful and accurate minutes
of the proceedings of the Council, and record all ordinances
passed in a book to be kept exclusively for that purpose, called
the Ordinance Book; keep all records, papers and documents
of the City in his safe custody; issue all licenses and collect or
receive the money therefor and collect all taxes which may be
imposed by any ordinance passed in pursuance of the power
conferred by Section 171; keep an accurate account of all
money received by him and pay over the same as received to the
Commissioner of Accounts and shall make a detailed monthly
report thereof to the Mayor and Council under oath; he shall
