file all accounts and claims presented against the City, and
whenever any account is approved and passed by the Mayor,
and Council he shall make a record of the same in a book to be
kept for that purpose; he shall perform such other duties as
are imposed upon him by law, ordinance, or order of the Mayor
and Council; he shall give bond to the Mayor and Council to be
approved by the Mayor and Council for the faithful discharge
of his duties.
SEC. 167. All appropriations for expenditures shall be passed
and approved by the Mayor and Council and warrants for the
same drawn on the Commissioner of Accounts to be signed by
the Mayor and attested by the Clerk and countersigned by the
head of the particular department for which the work has been
done.
SEC. 168. No warrant shall be drawn on any Commissioner
of Accounts after his successor shall have qualified. But all
money in the hand of the retiring Commissioner of Accounts
shall be immediately paid over by him to the succeeding Com-
missioner of Accounts after he shall have qualified, who shall
receive and credit the same to the several accounts for which it
has been collected, and the retiring Commissioner of Accounts
shall collect the unpaid taxes due for the years of the term for
which he shall have been elected and pay the same as collected
to the then incumbent Commissioner of Accounts who shall re-
ceive and credit the same to the several accounts for which they
were levied.
SEC. 170. The Mayor and Council shall fix the salaries of
all officers of the City not otherwise provided for and shall re-
quire said officers to execute bonds to the City in such penalty
as the Mayor and Council may deem right for the faithful and
proper performance of the duties imposed upon them by law,
and the ordinances of the City.
SEC. 172. Whenever the Mayor and Council shall exercise
the power under the preceding Section to cause the sidewalks,
curbs and gutters or any of them along the public streets and
highways of said city to be graded, paved, repaired or improved
and such curbs and gutters to be set and laid, and shall under
or by any ordinance, or order thereof, and in pursuance of the
same, direct the said sidewalks, and curbs and gutters, or any
of them, to be graded, paved, repaired or improved, set
and laid at the expense of the abutting property or the
owner thereof, it shall be the duty of the Commissioner of
