hand bills posted in such public places as they may respect-
ively select in their respective wards in not less than ten of
such places in each ward of the registration district of which
such ward shall be a part.

SEC. 159-W. It shall be the duty of the City Attorney to
represent the said Mayor and Council in all cases brought for
or against the said City in the Courts of the State or of the
United States in the Circuit Court or before the Justices of the
Peace. When requested by the Mayor and Council or any
member thereof, he shall in writing give legal advice on all
questions that may be referred to him and shall also in writing
advise the officers of said City when he may be called on for
such advice. He shall prepare all ordinances and examine, su-
pervise, prepare and approve as to form, all contracts, made
by or with the said Mayor and Council. He shall, when
obliged to leave the City on the City's Business, receive his
actual expenses. It shall be his duty to advise and appear for
the officers of registration appointed, in conformity with the
provisions of this Article, and for the Clerk of the Circuit
Court in registration cases. And he shall receive such com-
pensation as the Mayor and Council shall by ordinance provide

SEC. 161-A. The Governor shall, biennially, before the third
Monday in February, appoint, by and with the advice and con-
sent of the Senate, if in session, and if not in session, by the
Governor alone, three persons resident in and voters of said
City of Hagerstown, two of whom shall always be selected from
the leading political parties of the State and from each of said
parties, who shall be men of approved integrity and capacity,
and none of whom shall hold office or employment under the
Government of the United States or of the State of Maryland.
and they must not be candidates for office at the next ensuinsr
municipal election in the City of Hagerstown or at any
municipal election in said City within the term for which
they or any of them were appointed, who shall be styled
the Board of Supervisors of Election of the City of
Hagerstown each of said supervisors shall hold office
for two years from the date of his appointment, and
shall exercise the powers and perform the duties herein-
after set forth; in case of a vacancy occurring in said
Board when the Legislature is not in session, such vacancy
shall be filled by the Governor; and it shall be the duty of said
Board not later than the first Mondav in April, in each vear to
appoint three persons for each ward for said City of Hagers-
