1618 LAWS OF MARYLAND.

City, caused by death or otherwise, the remaining members of
said Commissioners shall fill said vacancy or vacancies.

62. There shall be an entire new registration of voters for
said City every twelve years, accounting from the second Tues-
day of March, 1918, in the manner hereinbefore provided.

63. The Commissioners of Ellicott City shall be the judges
of the qualifications of their own members; and, at their first
meeting, after being elected, they shall elect, from amongst
their number, one member who shall be known as the President
of the Commissioners of Ellicott City. This President, so chosen,
shall preside at all meetings, and shall have the right to cast a
vote on the questions arising before said Commissioners.

64. The Commissioners of Ellicott City shall meet in Ellicott
City on the second Monday of each month, at such time and
place as shall be fixed by the President of said Commissioners,
and at such other times as the President may designate.

65. Two (2) members of the Commissioners of Ellicott City
shall constitute a quorum for the transaction of business, and
the Commissioners shall pass all needful rules and by-laws for
their government while in session.

66. Neglect or non-user shall not work a forfeiture of the
charter of said city.

67. The Commissioners of Ellicott City may pass ordinances
to preserve the health of the City, to prevent and remove nuis-
ances; to suppress gambling; to license public amusement not
taxed by the State; to open and keep open streets, lanes and
alleys with the consent of the owners of the land through which
the same may pass; or by paying damages therefor, which dam-
ages in all cases when property is condemned for City pur-
poses shall be determined by a jury of twelve disinterested
male citizens of the said City, who, for that purpose, the Presi-
dent of the Commisssioners of Ellicott City shall cause to be
summoned and sworn; and the said jury so summoned and
sworn shall return, under their hands and seals, to the Presi-
dent of the Commissioners of said City the result of their find-
ing ; and such damages so found shall be paid out of the treasury
of the said City. The Commissioners of Ellicott City shall
further have power to enact all laws and ordinances necessary
to prevent the introduction of contagious diseases within said
City, to establish night watches and patrols; to light the City;
to erect and repair bridges; to pave, construct and keep in re-
