PHILLIPS LEE GOLDSBOROUGH, GOVERNOR. 1609

County shall be entitled to the same fee and poundage as the
Sheriff of said County is entitled to be paid in the sale of real
and personal property under said Sections. If the Treasurer
of Dorchester County can find no real, leasehold or other per-
sonal property in said County, to be seized, he may obtain from
the Clerk of the Circuit Court of said County a copy of said
mortgage certified under the seal of the Court, and he shall have
authority to make a schedule and therein describe the mortgage,
and the making of such schedule shall be a sufficient seizure of
the same, and the mortgage with all the rights of the mortgagee,
assignee or other owner thereof shall be sold at the Court House
door in said County; and he shall take the same proceedings
and give the same notices as directed by law in the case of the
sale of other personal property for the State and County taxes
when the sale is made by a collector. If the mortgage be sold,
it may be redeemed at any time within eight months after such
sale, in the same manner by the same parties and on the same
terms as in the case of the sale of real estate. If not redeemed
within said eight months, the Treasurer of Dorchester County
may assign the said mortgage to the purchaser. If the owner
of the mortgage does not reside in said County, the County
Commissioners may direct the Treasurer of Dorchester County
to make inquiry as to the post-office address of the same, and
if learned, the County Commissioners may direct the said offi-
cial to send a copy of the hereinbefore mentioned notice by reg-
istered letter. The mortgagee or his representative, the assignee
or his representative, or other owner of the mortgage may file
with the County Commissioners a statement, substantiated by
his oath, that one or more bona fide payments have been made
on the mortgage debt, and thereupon the County Commissioners
may make such a rebate of the amount of the tax to be paid,
according to the right and equity of the matter.

SEC. 2. And be it enacted, That all Acts and parts of Acts
inconsistent with the provisions of this Act, are hereby repealed,
in so far as they are inconsistent.

SEC. 3. And be it enacted, That this Act shall take effect,
from the 1st day of January, 1915, provided, however, that noth-
ing herein contained is intended or shall be construed to inter-
fere with or defeat any of the liability, powers and duties of
the collectors of taxes now appointed or hereafter to be ap-
pointed or serving as collectors of taxes in Dorchester County,
or any of the proceedings already instituted, or that may here-
after be instituted by the collectors of the several districts for
