in said town on the 10th day of April, 1914. On or before the
11th day of April, 1914, the Clerk and Treasurer of the said
town shall publish in "The Montgomery Press," published in
the Town of Kensington, a poll list of the persons, in the
opinion of the Mayor and Town Council of the said Town of
Kensington, qualified to vote in said special election, and on
Wednesday, April the 15th, 1914, at 8 P. M., the said Mayor
and Town Council shall sit at their accustomed place of meeting
for the purpose of adding to said list the name of any person
entitled to vote, or to erase from said list the name of any per-
son not entitled to vote, under the provisions of this Act; the
list, so revised, shall be published in the said "The Montgomery
Press" by the said Clerk and Treasurer on or before the 18th
day of April, 1914, and when so published shall be final and
conclusive and subject to be impeached solely on the ground
of fraud. The polls shall be opened from two o 'clock P. M. to
seven o'clock P. M., on the aforesaid date, the fourth Saturday
in April, 1914, and immediately the said ballots shall be counted
by the judges of election and the result shall, under their hands,
be thereupon certified to the Mayor and Town Council of the
Town of Kensington. And if the judges of election shall
decide that a majority of the votes cast are "For "Water and
Sewerage" then this Act shall be in full force of law. And if
the judges of election shall decide that a majority of the votes
are "Against Water and Sewerage" then on the fourth Satur-
day in April, 1915, this Act shall again, subject to all provisions
hereof, except that the time of property and residence qualifi-
cation shall be as of January 1, 1915, and April 9th, 1915, re-
spectively, and the dates for publishing the tentative poll list,
the hearing thereon, and the final publication of the poll list
shall be on or before the 10th, the 14th and the 17th, respect-
ively, of the month of April, 1915, be submitted for ratifica-
tion. And if the judges shall then decide that a majority of
the votes cast are "For Water and Sewerage" then this Act
shall be in full force and effect, otherwise null and of no effect.

SEC. 11. And be it further enacted, That this Act shall take
effect from the date of its passage.
